Our History and Mission

Formerly Health Care for the Homeless, Outreach Community Health Centers (OCHC) has, at the heart of its mission, a drive to provide the highest quality health care and support services to the most vulnerable people in the Greater Milwaukee Area: the homeless, those experiencing extreme poverty and the uninsured.

Incorporated in 1980, Outreach Community Health Centers began direct service delivery in 1984 as a demonstration project funded by the Robert Wood Johnson Foundation and the Pew Memorial Trust. During the past 35 years, OCHC programs have grown to provide a strong continuum of services for the homeless as well as a critical complement of support services for the poor and uninsured.

Today, OCHC delivers services to those in need at six different locations, while our Street Outreach team seeks and finds homeless people sheltered in abandoned buildings and parks, as well as those seeking service at area shelters, food pantries and meal sites.

OCHC serves the most disadvantaged people in Milwaukee County. Residents of the 5 poorest zip codes in Milwaukee County make up 40% of OCHC's service population, and the zip code of our primary service site, 53206, has a median household income that is 48.7% lower than that of the county as a whole.

Over the course of 2014, Outreach Community Health Centers served 10,338 people through our health care and supportive services, 78% were homeless and 8.2% were children under the age of 18.

Orange City Area Health System (OCAHS) is a comprehensive health system including medical clinics, medical specialists, a hospital, a retirement community, nursing homes, and home health and hospice. For over 60 years, we have safely collected, treated and disposed of and or reclaimed the wastewater generated by 2.5 million people living and working in central and northwestern Orange County.

Each day we treat approximately 200 million gallons of wastewater enough water to fill Anaheim stadium nearly three times each day. About 80 percent of the wastewater comes from homes – sinks, toilets, showers, laundry, and dishwashers. The rest comes from businesses – retail stores, restaurants, manufactures, hotels, offices, and other industries.

A professional staff of more than 600 employees manages the day-to-day activities of OCSD. OCSD facilities include 580 miles of sewer pipes that snake throughout the county and two treatment plants – one in Fountain Valley and the other in Huntington Beach – where wastewater is treated in accordance with strict state and federal standards 24 hours-a-day.

The Orange County Sheriff-Coroner Department is a large, multi-faceted law enforcement agency composed of approximately 4,000 staff members and over 800 reserve personnel. The department consists of five organizational functions divided into 20 divisions. The core services provided by the department are: Public Protection, including patrol of land, harbors and coastline, homeland security, court and airport security, and emergency communications; Jail Operations; Technical Services including investigations, coroner services, forensics, emergency management and centralized Countywide communications systems; and Administrative and Support Services.

In addition, the areas patrolled by the department are statistically the safest in the State when compared to areas of similar population and delivery of service.
