A cold gray evening in the early winter of 1912 saw the gathering of a small, diverse group of Delaware residents. Some were artists; others were entrepreneurs and businessmen and women of Wilmington; all were good friends of Howard Pyle.

Howard Pyle, who had put Wilmington on the artistic map with his inspired and impassioned teachings and dedication to his vision of illustration, was dead at the age of 58. Pyle died unexpectedly in November 1911 while on a trip to Italy with his family. Left behind were a legion of grieving students, friends, and admirers.

This gathering of saddened friends decided, on that winter night, that something must be done to honor the memory of the artist and teacher who had touched them all so deeply. This group of Pyle's students and Delaware personalities formed the Wilmington Society of the Fine Arts with the goal of preserving and exhibiting the works of Howard Pyle. Donations from generous local patrons enabled the Society to purchase nearly 100 of Howard Pyle's works of art—these paintings, drawings, and prints formed the foundation of a collection that would soon include paintings from some of the most talented illustrators in America.

When the charter of the society was drawn in 1912, it boasted the signatures of such Delaware luminaries as Louisa du Pont Copeland, and illustrators Stanley M. Arthurs and Frank E. Schoonover. More importantly it stated a broad vision for the future: "to promote the knowledge and enjoyment of and cultivation in the fine arts in the State of Delaware."

Delaware County is governed by a five-member County Council, which replaced the three-member Board of County Commissioners as the governing body of the County in January 1976, when the Home Rule Charter went into effect. The actually expansion of Council to five members occurred in January 1978.

Council is responsible for all legislative and administrative functions of the County government. Although Council has overall responsibility for all action of County departments, the Executive Director, a County Council appointee, is directly responsible for the operations of certain departments as outlined in the Home Rule Charter or Administrative Code, or as assigned by the Executive Director and the County Clerk. Legal guidance and representation is provided by the Solicitor.

Members of Council are elected to four-year terms at staggered two-year intervals in years when municipal elections are held, which occur in odd-numbered years. Council organizes the first Monday of each even-numbered year when the members elect one of their own to serve as Chairman and one to service as Vice Chairman. The powers and duties of Council are many and varied. The Home Rule Charter provides Council with the authority to pass ordinances, resolutions and proclamations and to provide budgets and personnel to meet the needs of the people of Delaware County as they arise.

Council is responsible for adopting a budget each calendar year. The budget includes setting personal and real estate tax rates and fees to raise the funds needed to meet the needs of the budget. To raise money for major capital projects, Council sells tax-exempt municipal bonds which are paid off at predetermined intervals over a certain number of years. Many social programs are primarily funded by federal and state grants, which are forwarded to the County government for distribution. Payroll scales and the number of employees necessary to perform County services, including judicial offices, are set by Council.

Delilah is a tomboyish girl-next-door with a ruby-red pout, a million megawatt smile and a pair of seamed stockings up to her eyelashes. Her saucy, gently comic set pieces range from the classic to the bizarre. Delilah is adept at inventing characters to tie into themed events.

Delilah's burlesque career began in 2000, in Vancouver Canada. In 2002, Delilah relocated to the United Kingdom to pursue a master's degree in photography, and has since been performing all over the UK and Ireland, as well as in France, Sweden, Canada and the United States. Once a performer with the world's smallest mobile peep-show, Wyndham's Wandering Woo-Woo Wagon, she has gone on to appear at London Fashion week shows, as well Glastonbury, The Big Chill, Latitude, Reading, Leeds, Tease-O-Rama, the New York Burlesque Festival, the Vancouver International Burlesque Festival, The Ministry of Burlesque Awards, Cabaret Verdalet, The Toronto Burlesque festival and the Great Boston Burlesque Expo.

She has been interviewed for Real Magazine, featured in a photo spread in Viewpoint and has appeared in countless publications in Canada, the US and the UK. In addition to her busy performing schedule, she also models, and was the 2004 model for State of Undress Lingerie.

She has appeared in music videos, television, (including a BBC3 mockumentary) and is being currently participating in a documentary on the British burlesque scene. In addition to these endeavours she was also a member of the successful London-based burlesque troupe: BurlyQ: A Queer cabaret, as well as DJ collective Titty Titty Bang Bang! Delilah is a full time burlesque and performance artiste. She currently resides in San Francisco where she is a producer and promoter of a new event with Devillia de Dallas, Bang Bang Variety Hour Presents. Delilah is available for private lessons upon request.
